LAM user should not create meeting but he can give permissions to other users. And you can download user's list here.

User can see here LAM user's list by clicking on LAM user's tab dropdown and you can download user's list of following type users

User Can Find All the details after clicking + button

User Can edit By selecting an id by clicking on edit button

And After download users list of dropdown which you have selected you can see there users with assigned roles.
